Themed #96 - Waterworks

Any excuse to use a Taylor Swift clue and I'll probably do it, which really worked out well for the reveal phrase in this puzzle. I kind of like puzzles with downward themes as they are less common and things look architecturally different as far as the grid itself. Went light on the theme (4 answers) which allowed longer non-theme answers.
